Based in Brussels, the Finance Officer manages and supervises the financial operations of the European Liberal Forum.
The function
The Finance Officer, with the support of the Executive Director, an accountant and in cooperation with other ELF departments, is responsible for the financial processes and reporting of the organisation in compliance with the relevant Belgian and European regulations (in particular EU regulation 1141).
The main tasks include:
- Manage the organisation's financial and accounting processes and implement relevant policies and procedures that ensure transparent and effective financial management.
- Together with the Executive Director, take the lead in monitoring financial spending of various ELF’s Units in preparation of the annual budget, financial planning, and the application for the European Parliament grant.
- In cooperation with the Accountant, prepare the closing of the annual accounts, including financial reports and statements (balance sheet and P&L statement) with variance analysis and explanation, tracking ELF's overall financial performance.
- Provides recommendations to the senior management on allocations of financial resources throughout the year.
- Provides ex-ante and post facto financial control of ELF activities in accordance with European Parliament guidelines.
- Manages and executes incoming and outgoing transactions, including treasury and cash management, and provides cash flow projections.
- Takes the lead in the implementation of the external and internal audit in line with Belgian GAAP and IFRS and requirements as set by the European Parliament grant.
- Liaises with external accounting support.
- Ensures that ELF complies with legal financial obligations, including those with the European Parliamentary Authority and DG FIN and requirements regarding publication in the Moniteur Belge. This may require liaising with ELF’s law firm and other external service providers.
- Other ad-hoc tasks as required by the organisation.
Professional Qualifications
- At least a bachelor's degree in finance or accounting.
- Fluent in English and French.
- Proven experience of at least 3-5 years in financial management role.
- Advanced knowledge of BOB 50 MS Excel and proficiency in other Microsoft Office applications. Familiarity with the Salesforce platform is an asset.
- Excellent organising abilities. Great attention to detail and analytical mind.
- Experience in financial grant management with European institutional actors, in particular for purposes of reporting on European Union grants, project funding and managing donations.
- Experience in NGO sector an asset.
Our offer
ELF is offering a full-time position on a permanent contract with extra-legal benefits under Belgian labour law with a competitive negotiable salary, depending on experience in line with our salary scale of between 3452- 4068 Euros.
